Fernando R. Elizondo, Ed. D

Fernando Elizondo brings to the board 38 years of education experience as a classroom teacher, school site principal, central office administrator and 15 years as a superintendent of schools. Additionally, he served two terms on the Ventura Community College Board. He received his Bachelor’s degree from Humboldt State, a Master’s Degree from Baylor University and Doctorate from the University of Southern California.

Upon retirement as the Superintendent of Schools of the Salinas Union High School District Fernando formed an all-inclusive consulting firm Elizondo Educational Strategies, Inc. which specializes in working with school boards in the implementation of strategic planning and conducts executive searches at all levels ranging from principal to superintendent.

Fernando’s involvement in the community includes serving on the Board of Directors for the Monterey County Literacy Coalition, a Commissioner on the Monterey County Community Action Commission and a member of Marina Redevelopment Agency Successor Oversight Board.

Upon completion of his Vietnam tour in 1970, Larry returned to his home state of California and became involved in the movement to organize farmworkers. In 1974, he moved on to pursue his pre-medical studies at UC Davis. There he helped found the Clinica Tepati, which today continues to care for the undeserved in Sacramento, California. Upon graduation from UCSF Medical School, he completed a residency and fellowship at the Contra Costa County Hospital. He arrived in Salinas in 1984 and has committed his career to the practice of primary care. As a member of the medical staff at Salinas Valley Memorial Hospital, he has served as chair of the Family Practice Department, member of the Medical Executive Committee and member of the Joint Conference. Finally, in recent years, he has been a member of the Advisory Board of PRIME-US at the UCSF Medical School.

Dr. Jim Hlavacek is a Board Certified Anesthesiologist currently serving as the Chief of Medical Staff and Chairman of the Medical Executive Committee. Joining the medical staff in 1999, Dr. Hlavacek has served as the Service Director of the Anesthesiology Department. He is the President-Elect of the Monterey Medical Society having been a member of the its Board of Directors for several years. He is a former Board member of the Washington Union Education Foundation. Dr. Hlavacek was an Assistant Professor of Anesthesiology at Boston University Medical Center for ten years prior to coming to Natividad Medical Center.

Dr. Hlavacek received his medical degree from the University of Nebraska Medical Center in Omaha, Nebraska. He completed an internship in surgery at Creighton University/St. Joseph’s Hospital in Omaha, Nebraska and an anesthesiology residency in Boston at St. Elizabeth’s Hospital. Dr. Hlavacek did a fellowship in cardiovascular anesthesiology at Hahnemann Hospital in Philadelphia, Pennsylvania.

Lew Bauman has served as County Administrative Officer of Monterey County since January 2005. As CAO, Mr. Bauman oversees the preparation, adoption, and administration of the County’s $1 billion budget and coordinates the activities of other County departments to ensure the effective accomplishment of the Board's directions and policies. As CAO, he is the day-to-day manager of a County government and represents the County and Board of Supervisors in a variety of activities.

Lew attended UCLA where he obtained a M.S. and Ph.D. in Civil Engineering. His professional background includes experience as an environmental consultant, as well as administrative and engineering capacities with the City of San Jose and the City of Foster City. He is a Board of United Way of Monterey County, American Society of Civil Engineers, American Public Works Association, and previously served as Director, South Central Coast Section, of the County Engineers’ Association of California.

Dr. O'Keefe holds over 30 years of experience in academics and healthcare, including community medical practice, hospital and healthcare administration. Dr. O’Keefe has practiced pathology at Walter Reed Army Medical Center, fulfilled both medical staff and physician executive roles at the Dominican Hospital, served as Chief Medical Officer of the Monterey Bay Region of Catholic Healthcare West, and Medical Director of Community Health Plan, a non-profit community healthcare services organization. Dr. O'Keefe received his BS degree from Washington State University, a Doctorate of Philosophy in Analytical Chemistry from the University of Illinois, and a Medical Doctorate from the University Of Miami School Of Medicine.

Dave Potter is the Supervisor to the constituents of the Fifth District of the County of Monterey and also serves on numerous Board of Supervisor committees including the Board of Supervisors’ Legislative Committee, Capital Improvements Committee, Fort Ord Committee, Equal Opportunity Commission, the California Oak Mortality Task Force, Cultural Council for Monterey County and the Monterey County Convention and Visitor’s Bureau. Dave serves as an alternate for Monterey Bay Unified Air Pollution Control District, and the California State Association of Counties Board of Directors. A resident of Monterey County since 1970, he has owned and operated Potter Construction since 1974.
